State of Florida - USA Car Rental Terms & Conditions

It is prohibited to:

  • Transfer bulky sporting equipment inside the rented vehicle and also on the roof (such as surfing boards etc.)
  • Drive under the influence of alcohol, drugs, or other intoxicating substances.
  • Transport flammable or hazardous goods, or any toxic, corrosive, radioactive, or otherwise harmful substances.
  • Carry anything that could damage the car due to its smell or condition, or result in a loss of time or money for the rental company.
  • Install a roof rack, luggage carrier, or any other accessory unless provided by the rental company.
  • Rent the car to any other person.
  • Transport passengers for a fee, such as a taxi service.
  • Participate in rallies, races, or tests.
  • Conduct driving lessons.
  • Tow another vehicle.
  • Drive on unpaved roads or roads with a surface or condition that could cause damage to the car. (No vehicles are permitted to be driven off road, or on beaches and exposed to salt water.)
  • Violate traffic laws or other regulations.

 

Driver's Age:

In general, the main and the additional driver(s) must be between 25 years to 65 years in order to proceed with a rental.

  • For all available vehicle groups, it is possible for a young driver, between the ages 21 to 25, to proceed with rental, provided that all the requirements are met. In addition, there is a Young Driver Fee that applies, which costs $20.00 per day, with maximum charge of $200.00 per rental
  • For all available vehicle groups, it is possible for a driver, between the ages 65-75 to proceed with a rental. In this case, there is a Senior Driver Fee that applies which costs $20.00 per day, with maximum of $200.00 per rental.

*The employee at the desk has the right to refuse to serve a reservation, in case the driver is in no condition to be driving. 

**The above-mentioned restrictions apply to the additional driver(s) as well.

 

Driving License:

All drivers who are not permanent residents of the United States, must have a valid driver's license, valid for at least 2 years, from their country of origin, accompanied by a valid International Driving Permit (IDP) in English.

The drivers must have held a valid Driver’s License for a minimum of 2 years, prior to the start of the rental. They must also show their Passport on collection, as additional proof of identity.

*The above apply for all additional drivers as well.

 

Additional Driver:

It is possible to include one or more additional driver(s) in a reservation. The cost for the additional driver(s) is not included in the basic rental price and is paid at the local office. The additional driver(s) must present either their Passport/ID in addition to their Driver’s License and must be present in order to sign the rental agreement.

The cost for the additional driver is $15.00 per day, with maximum charge of $150.00 per rental (price applies per additional driver).

 

Additional Equipment: 

Below there is a list with the available additional equipment, that is renter is able to include in their reservation with an additional cost.

  • Baby Seat: Available at a cost of $10.00 per day, with a maximum charge of $100.00 per rental.
  • Child Seat: Available at a cost of $10.00 per day, with a maximum charge of $100.00 per rental.
  • Booster Seat: Available at a cost of $10.00 per day, with a maximum charge of $100.00 per rental.
  • GPS Navigation System: Available at a cost of $10.00 per day, with a maximum charge of $100.00 per rental.
  • Snow Chains: Available upon request; no standard daily or maximum rental charge applies.
  • Roof Racks: Available upon request; no standard daily or maximum rental charge applies.

 

Pick-up time:

The reserved rented vehicle will be available for up to two (2) hours after the agreed collection time. In case of delay, then you must contact the Rental Company or the local office and proceed with the necessary arrangements. If you fail to do so and the two (2) hours have passed, then the Rental Company has the right to consider the reserved vehicle as available and provide it to another Client without further notice or refund.

 

Drop-off time:

Upon arrival a specific drop-off time is confirmed. There is a 60-minute grace period, in case there is a delay, due to traffic etc. After this time frame passes and the vehicle is not returned to the agreed station/location, a penalty fee of $50/per hour of delay will apply, without any further notice, and any insurance coverage will be considered void. 

 

Extension of Rental Period:

It is possible to extend the agreed rental period, provided that the request has been approved by the local office, as it depends on the fleet availability on that day. The extension cost is determined by the current daily rental rate, which could differ from the original reservation cost. In order for the extension to be valid, the renter will have to pay the additional cost, either by coming to the local office or via e-payment. If the cost for the extension is not paid within the set time frame, then the request will be considered invalid and the renter will have to return the vehicle on the date and time that is stated on the rental agreement.  

  

Drop-Off Policy:

1. Airport Drop-Off:

If the rented vehicle is returned directly at the airport rather than the designated rental station, a $50.00 drop-off fee will apply.

2. Parking Lot Drop-Off:

If the rented vehicle is left at a parking lot instead of being returned to the designated rental station, a $50.00 drop-off fee will apply.

 

Important Notes:

 The drop-off fees are charged to cover additional logistical and operational costs.

 Customers are advised to return the vehicle to the designated rental station to avoid these charges.

 Ensure that all personal belongings are removed from the vehicle before drop-off, as the rental company is not responsible for lost or forgotten items.

 

Mileage:

All rentals include unlimited mileage.

 

Fuel Policy:

The vehicle's fuel tank will be provided with a certain amount of fuel during the pick- up and is required that the vehicle is returned with the same amount of fuel. (Same to Same)

In case the car is returned with less amount of fuel, then the difference will be charged in accordance with the fuel rate on that day.

The Company will not proceed with any kind of refund, in case the vehicle is returned with more fuel, than was originally received with. 

For our station in Miami, there is an additional option available, the first fuel tank, which costs $60.00. 

 

Business Hours / Out of Hours Service:

·         Miami International Airport (MIA) 

The business hours of our office in Miami are from 07:00hrs until 21:00hrs.

It is possible to serve a reservation after hours (21:01hrs – 06:59hrs), only per request, and provided that the local office has approved the said request.

There is an additional fee of $50.00 that applies for the out of hours service.

 

·         Fort Lauderdale International Airport (FLL)

The business hours of our office in Lauderdale are from 08:00hrs until 18:00hrs.

Please note that it is not possible to serve a reservation after hours.

 

·         Tampa International Airport (TPA)

The business hours of our office in Tampa are from 07:00hrs until 19:00hrs.

Please note that it is not possible to serve a reservation after hours.

 

·         Orlando International Airport (MCO)

The business hours of our office in Orlando are from 08:00hrs until 20:00hrs.

Please note that it is not possible to serve a reservation after hours.

 

State | Border & Territorial Restrictions:

Crossing borders with the rented vehicle is strictly prohibited unless prior authorization is obtained from the local branch.

Additionally, leaving the limits of the State of Florida is not allowed without explicit approval from the local branch.

If a renter crosses borders or leaves the State of Florida without proper authorization, a penalty of $2,000.00 and an additional fee of $0.25 per mile will apply. 

We strongly advise contacting the local branch to arrange the necessary approvals if travel outside these boundaries is required.

 

Animal transportation:

It is not permitted to transport an animal with the rented vehicle. 

* Exception to this are certified service animals. In such cases the owner must present all relevant documents.

*If bio-cleaning is required upon the return of the vehicle due to the presence of the service animal, a $300.00 bio-cleaning fee will be applied.

 

Cancellation and Refund Policy:

  • To obtain a full refund for a reservation, the cancellation request must be submitted at least 48 hours prior to the rental start time.
  • This policy applies exclusively to bookings made through www.exercars.com.

 

Please note:

  • EXER Rent a Car does not accept changes to vouchers or provide refunds for cancellations made 48 hours prior of the rental start time, regardless of the booking source.
  • For reservations made through an Official Travel Agency (OTA) or an authorized booking partner of EXER Rent a Car, customers must contact the respective provider directly to inquire about their refund policies and procedures.

 

Refund for Unused Days:

In any case the renter terminates the rental period earlier than originally planned, no amount will be refunded for the unused days.

 

Car types:

Reservations are always confirmed for a given Car Group and not for a specific car model. The car on the voucher represents the vehicle for the class (Group) the driver has chosen while making a booking. The Car Rental Company cannot guarantee that a specific make or model will be provided. Any car models that are advertised, are simply typical examples of the size, specifications and performance of the specific car group they belong to. 

 

Security Deposit: 

For the block of the security deposit amount a valid credit card in the name of the main driver (name on the reservation) is required.

Only the following credit cards are accepted for the block of security deposit:

  • VISA
  • MASTERCARD

 

The following cards/means of payment are not accepted for the block of the security deposit:

  • DINERS
  • AMERICAN EXPRESS
  • DEBIT CARDS
  • PER-PAID CARDS
  • LASER
  • MAESTRO
  • REVOLUT
  • SWITCH CARDS
  • CASH

 

Collision Damage Waiver (CDW) with excess amount:

Every car rental includes the Collision Damage Waiver (CDW) and the Theft Waiver (TW) insurance and is subject to an excess amount. The CDW reduces the financial liability of the driver and the excess for all the available car categories is $5.000,00. Please note that a security deposit of $1.000,00 will be blocked from the main driver’s credit card.

Accepted Insurance Policies for Domestic Clients (USA and Canada)

The following insurance providers are accepted exclusively for citizens of the United States and Canada:

  •      GEICO
  •      ALLSTATE
  •      PROGRESSIVE
  •      USA
  •      STATE FARM
  •      LIBERTY MUTUAL
  •      FARMERS*
  •      MAPFRE*
  •      METLIFE*
  •      NATIONWIDE*

 

To validate the insurance coverage, the primary driver must present a copy of the policy declaration page at the rental counter. The policy must be issued in the driver’s name and include third-party liability coverage. 

For our location in Miami, Fort Lauderdale & Tampa the policy must be issued in the main driver's name and include a third-party liability coverage ranging between $100,000 and $300,000 and the property damage liability at $300,000.

For our location in Orlando, please note that the policies marked with an asterisk (*) are not accepted. At this location, only the following insurance providers are permitted: GEICO, ALLSTATE, PROGRESSIVE, USA, STATE FARM, and LIBERTY MUTUAL. The policy must:

  • be issued in the main driver's name
  • must be issued at least 3 months prior to the start of the rental
  • include a third-party liability a minimum coverage of $500,000
  • explicitly cover vehicle rentals in Florida

 

A deposit may be required based on the Insurance Policy

 

Additional Insurance Options

It is possible to include an additional insurance and more information regarding the available options can be obtained upon arrival at the local office. at the local office. 

 * CDW & the additional insurance options do not apply beyond the rental date agreed with the local office.

** If an additional insurance is purchased while making a booking through a provider’s website, please note that a valid credit card will still be required for the block of the security deposit amount, as this insurance is a contract between the driver (name on the reservation) and the said provider. In case of a damage or an accident, the employee at the desk will provide you with all the relevant documents so that you can proceed with your claim.

 

What is NOT Covered by the Insurance Policy (CDW/FDW/SCDW):

The below list includes all the cases/parts, that in case of a damage are not included in the insurance policy and the renter will be charged accordingly: 

  • Any damage or loss of the radio antenna and the internal sound system of the car
  • Any damage or loss of the car key, including the backup key, and any damage to the lock(s) of the vehicle.  
  • Any damage to the bottom/underneath part of the vehicle
  • Any damage in the interior of the vehicle and the upholstery
  • Any damage to the wheels, windows (crystals), mirrors, and car lights of the vehicle will be charged to the renter, unless SCDW insurance is included, in which case coverage may apply only to specific parts as outlined in the policy.
  • Cases of excessive dirt, (exterior & interior) that require extensive cleaning and special equipment. 
  • Any damage or loss of any personal item(s) that is inside the rented car
  • Any damages that occur to the engine of the car due to negligence and incorrect or problematic use of fuel type. 
  • Any damages that occur to the additional rented equipment (child/baby seat etc.)
  • Any loss of electrical power that was caused by personal negligence (forgotten headlights on, interior lights on etc.)
  • Any damage or loss of the documents related to the car and/or the license plate(s) of the car
  • Any damages that occur while driving off-road
  • Any damages occur while driving under the influence of alcohol or illegal substances. 
  • Any damages occurred by personal negligence of the driver and any Traffic Violations. 
  • Any damages occurred by improper driving (improper use of the clutch etc.)
  • Any damages occurred by improper use of the hood and/or the mechanism of the hood of the convertible car.
  • Any loss of use due to the immobility or grounding of the vehicle.
  • Any damage occurred as a result of a collision caused by encountering animals / wild animals on the road. 

 

Accidents:

In case of an accident or any other event (fire, theft, loss, etc.) the Driver must:

  1.  notify the police/authorities immediately
  2. contact the Car Rental Company (local office) as soon as possible c)   refrain from yielding to any demands from third parties
  3.  note the name/surname and addresses of any eye witnesses, as well as any other person involved in the aforementioned event.
  4. collect all relevant information from third parties and any relevant document or other evidence (i.e., pictures etc.) and send to the Car rental Company
  5.  complete and sign the relevant declaration form (accident, etc.)

 

The employees at the local office will be able to provide proper instructions, based on the situation at hand and the driver will have to follow them.

The Driver must remain near the vehicle, until the issue is identified and resolved. They must receive all the relevant reports from the Police. If requested, afterwards

they might also need to visit the local office in order to complete the necessary paperwork and, if needed, to receive a different vehicle for the rest of the duration of their rental.

If the incident is caused as a result of Traffic Violation by the renter (passing a red traffic light, passing a STOP sign etc.), then the driver will be charged with the total cost of the damage, even if it exceeds the excess amount or even an additional insurance was purchased at the local office.

* In case of an accident or damage to the rented vehicle, the Car Rental Company reserves the right to take action within 24 hours, from the time they receive the notice from the driver. 

 

Damage Administration Fee:

When a rented vehicle is returned to the local office with new damage, the employees will follow the standard procedure to handle such cases.

You will receive all relevant paperwork and documentation regarding the damage charge.

An administration fee applies in all cases, even if additional insurance was purchased at the local office.

The administration fee is not included in the excess amount and is non-refundable.

Additionally, a Claim Fee of up to $10.00 per day may be charged to cover claim management costs.

 

Smoking policy:

Smoking is strictly prohibited in all rental vehicles. If evidence of smoking (including but not limited to the presence of ash, cigarette burns, or smoke odor) is detected upon the return of the vehicle, a $500.00 Smoking Penalty Fee will be applied.

 

Fines and Penalties:

The Driver is fully responsible for the cost of any parking fines or other penalties occurred during the rental period.

Please note that the administration fee might also apply.

 

SunPass Toll Sticker Policy:

Each rental vehicle is equipped with a SunPass toll sticker to facilitate seamless toll payments. This sticker is affixed to the windshield and is integral to the vehicle’s toll collection system.

For our location in Miami, Fort Lauderdale & Tampa the following options are available:

  • SunPass Activation: a fee of $18,99 applies per day of rental. This service includes only the activation of the toll tag. The driver is fully responsible for the coverage of tolls used during their rental period. 
  • SunPass Unlimited: a fee of $24,99 applies per day of rental. This service includes the activation of the toll tag and unlimited toll usage. 

In case either option is declined and the renter uses any tolls during their rental period, an administrative fee of $25.00 per day will apply, in addition to the toll costs. 

For our location in Orlando, the following options are available: 

  • SunPass Activation: a fee of $18,99 applies per day of rental. This service includes only the activation of the toll tag. The driver is fully responsible for the coverage of tolls used during their rental period. 
  • SunPass Unlimited: a fee of $34,99 applies per day of rental. This service includes the activation of the toll tag and unlimited toll usage. 

In case either option is declined and the renter uses any tolls during their rental period, an administrative fee of $25.00 per day will apply, in addition to the toll costs. 

 

 

Policy on Removal:

Prohibition of Removal: Removing, tampering with, or altering the SunPass toll sticker is strictly prohibited.

Penalty for Unauthorized Removal: If the SunPass toll sticker is found to be removed or tampered with upon the vehicle’s return, a $300.00 penalty fee will be assessed. This fee covers the cost of replacing the sticker and any administrative expenses incurred.

 

Conditions for Large Capacity Vehicles (e.g., Ford Transit – 12 Passengers) – Applicable for Orlando (MCO) Airport Station.

Mandatory Supplemental Liability Insurance (SLI)

For all large capacity vehicles, such as 12-passenger vans (e.g., Ford Transit), renters are required to purchase a Supplemental Liability Insurance (SLI)

The policy offered directly by EXER. This applies regardless of any existing personal or credit card insurance coverage.

External Insurance Not Accepted

Personal insurance policies and credit card insurance coverage are not accepted for the rental of high-capacity vehicles. This is because most standard insurance policies explicitly exclude coverage for vehicles designed to carry more than 8 passengers or vehicles classified as commercial use.

Commercial Vehicle Classification

Vehicles with a seating capacity exceeding 8 passengers or a Gross Vehicle

Weight Rating (GVWR) over 10,000 pounds are classified as commercial vehicles under state and federal transportation regulations. As such, they require specialized insurance coverage and are subject to stricter compliance requirements.

Right to Refuse Rental

EXER Rent a Car reserves the right to deny the rental of high-capacity vehicles to any customer who does not comply with the insurance requirements outlined in this section. This measure ensures legal compliance and customer safety.

 

Customer Responsibility:

 Maintenance: Ensure that the SunPass toll sticker remains intact and functional throughout the rental period.

Reporting Issues: If you notice any issues with the toll sticker during your rental, promptly inform the local branch to address the problem.

 

Transactions conducted with EXER:

Any exchange/currency conversion fees charged by any financial institution, as well as transaction costs, charged deposit amount-refunds and processing fees where applicable, will be covered by the client.
